I can't get my head around this... It's his late-career masterpiece that he seems to be deliberately ignoring.
Your ideas why? I know it's his call, and I respect his choice. But it's frustrating because it's not logical, and I'd just love to hear his explanation...

I agree, it is frustrating. I still think the title track with the horns playing the string section parts would be stunning.
If Patti reappears down the road, Stones instead of the usual Brilliant or Tougher should be an option, too. Infact, Stones with (again) the string parts replaced by horns might’ve fit into the night one set list better than BD, given the horns played on both the preceding and following songs.
If I was a betting man I’d say there’ll be an occasional WS track or two dropped in as they loosen up the set. By far his best record since WB - crazy not to.
A cover of Rhinestone Cowboy would have me bellowing without restraint.
The Western Stars Songs are the best he's written for a very long period of time. Probably since the early eighties. But they are no stadium crowd pleasers. I think that's the main reason. Besides that it's not "E Street band music".
I share your disappointment. The only reason I can think of is that he said when it was released that he couldn't or wouldn't tour behind it and that's why he did the film. However, I think that's a crap reason for not including any songs.
Stones is the perfect song to do with Patti when she is there, Sleepy Joe is surely a fun song which could be included and an acoustic Moonlight Motel would be the highlight of any show I attend. That's my minimum requirement!!
